  • Automated Verification: Automate the verification of employee certifications with issuing organizations.
  • Alerts and Notifications: Generate alerts for expiring certifications to ensure timely renewal.
  • Certification Reporting: Generate reports on employee certification status for compliance audits.

Compliance and Standards

The application must support compliance with relevant safety standards and regulations, including but not limited to:

  • OSHA (Occupational Safety and Health Administration) standards
  • EPA (Environmental Protection Agency) regulations
  • Industry-specific safety standards (e.g., ANSI, NFPA)

The application should also facilitate compliance with specific OSHA requirements related to:

  • Hazardous Waste Operations and Emergency Response (HAZWOPER): Tracking training and certifications for employees involved in hazardous waste operations and emergency response.
  • Permit-Required Confined Spaces: Managing entry permits, training records, and atmospheric testing results for confined space entries.
  • Lockout/Tagout: Documenting lockout/tagout procedures, employee training, and equipment-specific requirements.
  • Process Safety Management (PSM): Managing process safety information, hazard analyses, operating procedures, and training records for processes involving highly hazardous chemicals.

Recordkeeping Requirements

The application must facilitate the maintenance of accurate and complete records as required by safety regulations. This includes:

  • Training records, including employee names, training dates, and trainer information.
  • Inspection records, including dates, findings, and corrective actions.
  • Permit records, including application dates, expiration dates, and renewal information.
  • Exposure monitoring results, including dates, locations, and measurements.
  • Incident investigation reports, including findings and corrective actions.

Training and Communication

The application should support effective training and communication by:

  • Providing access to training materials and resources.
  • Facilitating communication between employees, supervisors, and safety personnel.
  • Delivering automated notifications and reminders for training, inspections, and other safety-related activities.
  • Tracking employee acknowledgment of safety procedures and policies.

Confined Space Entry Management

The application should facilitate the management of confined space entries, including:

  • Creating and managing entry permits.
  • Tracking authorized entrants and attendants.
  • Recording atmospheric testing results.
  • Ensuring that all required equipment is available and in good working order.
  • Maintaining communication between entrants and attendants.

The entry employer must ensure that each attendant is familiar with and understands the hazards that may be faced during entry, including information on the mode, signs or symptoms, and consequences of the exposure [3]

The entry employer must ensure that each attendant continuously maintains an accurate count of authorized entrants in the permit space and ensures that the means used to identify authorized entrants accurately identifies who is in the permit space [3]

The entry employer must ensure that each attendant communicates with authorized entrants as necessary to assess entrant status and to alert entrants of the need to evacuate the space [3]

The entry employer must ensure that each attendant assesses activities and conditions inside and outside the space to determine if it is safe for entrants to remain in the space and orders the authorized entrants to evacuate the permit space immediately under any of the following conditions. [3]

The entry employer must ensure that each attendant summons rescue and other emergency services as soon as the attendant determines that authorized entrants may need assistance to escape from permit space hazards. [3]

The entry employer must ensure that each attendant performs no duties that might interfere with the attendant's primary duty to assess and protect the authorized entrants. [3]

The entry employer must ensure that the entry supervisor verifies, by checking that the appropriate entries have been made on the permit, that all tests specified by the permit have been conducted and that all procedures and equipment specified by the permit are in place before endorsing the permit and allowing entry to begin. [3]

The entry employer must ensure that the entry supervisor determines, whenever responsibility for a permit space entry operation is transferred, and at intervals dictated by the hazards and operations performed within the space, that entry operations remain consistent with terms of the entry permit and that acceptable entry conditions are maintained. [3]

Inspections and Tests

The application should facilitate the scheduling, tracking, and documentation of safety inspections and tests, including:

  • Equipment inspections
  • Facility inspections
  • Air quality testing
  • Noise level monitoring

The employer shall assure that personal protective equipment, including any personal protective equipment provided by an employee, is inspected before initial use during each workshift. Defects or damage shall be repaired or the unserviceable personal protective equipment shall be replaced before work is commenced. [1]

The employer shall assure that each tool, including any tool provided by an employee, is inspected before initial use during each workshift. [1]

The employer shall assure that each machine, including any machine provided by an employee, is inspected before initial use during each workshift. Defects or damage shall be repaired or the unserviceable machine shall be replaced before work is commenced. [1]

The employer shall assure that each vehicle used to perform any logging operation is inspected before initial use during each workshift. Defects or damage shall be repaired or the unserviceable vehicle shall be replaced before work is commenced. [1]

Reporting and Analytics

The application should provide robust reporting and analytics capabilities, including:

  • Compliance dashboards
  • Training progress reports
  • Incident reports
  • Trend analysis
  • Customizable reports

Data Security and Privacy

The application must ensure the security and privacy of sensitive safety data by:

  • Implementing role-based access control.
  • Encrypting data at rest and in transit.

  • Report incidents and hazards in real-time.
  • Complete inspections and audits using mobile devices.
  • Receive notifications and alerts.

Contractor Safety Management

For employers who use contractors to perform work in and around processes that involve highly hazardous chemicals, will need to establish a screening process so that they hire and use contractors who accomplish the desired job tasks without compromising the safety and health of employees at a facility. [2]

For contractors, whose safety performance on the job is not known to the hiring employer, the employer will need to obtain information on injury and illness rates and experience and should obtain contractor references. Additionally, the employer must assure that the contractor has the appropriate job skills, knowledge and certifications (such as for pressure vessel welders). [2]

Maintaining a site injury and illness log for contractors is another method employers must use to track and maintain current knowledge of work activities involving contract employees working on or adjacent to covered processes. Injury and illness logs of both the employer's employees and contract employees allow an employer to have full knowledge of process injury and illness experience. [2]

Contract employees must perform their work safely. Considering that contractors often perform very specialized and potentially hazardous tasks such as confined space entry activities and non-routine repair activities it is quite important that their activities be controlled while they are working on or near a covered process. A permit system or work authorization system for these activities would also be helpful to all affected employers. [2]
