General Requirements

Ladder Safety Systems

Ladder safety systems are designed to allow employees to climb up and down using both hands, without needing to continuously hold, push, or pull any part of the system. [1]

Key Design and Installation Requirements for Ladder Safety Systems:

  • The connection between the carrier or lifeline and the point of attachment to the body harness or belt should not exceed 9 inches (23 cm).
  • Mountings for rigid carriers must be attached at each end of the carrier, with intermediate mountings spaced as necessary to ensure the system can stop employee falls.
  • For flexible carriers, mountings are attached at each end, and cable guides are installed at intervals of at least 25 feet (7.6 m) but no more than 40 feet (12.2 m).
  • The design and installation of mountings and cable guides must not reduce the ladder's structural strength.
  • Ladder safety systems and their support systems must withstand a drop test involving an 18-inch (41-cm) drop of a 500-pound (227-kg) weight without failure.

Cages and wells on fixed ladders must allow easy access and egress. They should be continuous throughout the ladder's length, except at access, egress, and transfer points. These structures must contain employees in case of a fall and direct them to a lower landing. [4] [4] [4]

Additional Considerations for Fixed Ladders:

  • Horizontal bands on cages should be spaced no more than 4 feet (1.2 m) apart vertically.
  • Vertical bars should be spaced at intervals of no more than 9-1/2 inches (24 cm) horizontally.
  • The bottom of the cage must be between 7 feet (2.1 m) and 8 feet (2.4 m) above the access point to the ladder's bottom.
  • The cage's top should extend at least 42 inches (1.1 m) above the platform or access point at the ladder's top.
  • Wells must completely encircle the ladder and be free of projections. The inside face on the climbing side should extend 27-30 inches (68-76 cm) from the rung centerline. The inside clear width should be at least 30 inches (76 cm).

For employees in outdoor advertising who climb fixed ladders without fall protection, employers must ensure the employee is physically capable, has completed appropriate training, possesses the necessary climbing skills, and performs climbing as part of their routine work. [4]

Specific Requirements for Outdoor Advertising before November 19, 2018:

  • Employees must receive training and demonstrate physical capability according to § 1910.29(h).
  • Employees must wear a body harness equipped with an 18-inch (46 cm) rest lanyard.
  • Employees must keep both hands free of tools or materials while climbing.
  • Employees must be protected by a fall protection system upon reaching their work position.

Any employee exposed to an unprotected side or edge of a stairway landing that is 4 feet (1.2 m) or more above a lower level must be protected by a guardrail or stair rail system. [3]

Ladder General Requirements

  • Ladder rungs, steps, and cleats must be parallel, level, and uniformly spaced.
  • Rungs, steps, and cleats should be spaced between 10 inches (25 cm) and 14 inches (36 cm) apart, except in elevator shafts (6-16.5 inches) and telecommunication towers (up to 18 inches).
  • Rungs, steps, and cleats must have a minimum clear width of 11.5 inches (29 cm) on portable ladders and 16 inches (41 cm) on fixed ladders.
  • Ladders must be inspected before initial use in each work shift, and any defective ladder should be tagged as 'Dangerous: Do Not Use' and removed from service.
  • Employees must face the ladder and use at least one hand when climbing.
  • Employees should not carry objects that could cause them to lose balance.

  • Portable ladders must have rungs and steps treated to minimize slipping.
  • Stepladders must have a metal spreader or locking device to hold them open securely.
  • Ladders should only be used on stable and level surfaces, unless secured or stabilized.
  • The top of a non-self-supporting ladder must be placed so that both side rails are supported.
  • Side rails of ladders used to access an upper landing should extend at least 3 feet (0.9 m) above the landing surface.

Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. [6]
