1. Scope
This procedure covers the safe use of portable and fixed ladders in the workplace. It applies to all employees who use ladders as part of their job duties. This procedure does not cover the use of ladders in underground mining operations.
This procedure should be used in conjunction with other safety procedures and guidelines related to working at heights and fall protection.
2. Definitions
Portable Ladder
A ladder that is not fixed in place and includes stepladders and extension ladders.
Fixed Ladder
A ladder that is permanently attached to a structure.
Three-Point Contact
A method of climbing where the user maintains contact with the ladder using two hands and one foot or two feet and one hand.
3. Responsibilities
3.1 Supervisors
- Ensure all workers are trained in ladder safety.
- Conduct regular inspections of ladders.
- Enforce compliance with ladder safety procedures.
3.2 Workers
- Follow all ladder safety procedures.
- Inspect ladders before use.
- Report any defects or hazards to a supervisor immediately.
3.3 Health and Safety Representative
- Assist in the development and review of ladder safety procedures.
- Participate in incident investigations involving ladders.
4. Potential Hazards and Risks
Hazard | Risk | Control Measures |
---|---|---|
Ladder instability | Falls leading to injury | Ensure ladders are placed on stable, level surfaces and secured against movement [1] [2] |
Electrical contact | Electrocution | Do not use metal ladders near energized electrical conductors [1] [3] |
Overloading | Structural failure | Do not exceed the ladder's maximum load capacity [2] [4] |
5. Personal Protective Equipment (PPE)
Proper PPE must be worn when using ladders to prevent injury.
- Hard Hat - Protects against head injuries from falling objects.
- Non-slip Footwear - Provides traction to prevent slipping.
- Gloves - Protect hands when handling ladders.
Inspect PPE before use and replace any damaged equipment.
6. Equipment and Tools
Ensure all ladders are in good condition and suitable for the task.
- Portable Ladder - Use only on stable surfaces and secure against movement.
- Fixed Ladder - Ensure it is securely attached to the structure and free of defects.
Inspect ladders before each use and remove any defective ladders from service immediately [5] [6].
7. Pre-Job Requirements
7.1 Training and Competency
Workers must be trained in ladder safety and demonstrate competency in using ladders safely [7].
7.2 Pre-Job Briefing
Discuss the task, potential hazards, and safety measures with all team members before starting work.
7.3 Work Area Preparation
Ensure the work area is clear of obstructions and hazards. Secure the ladder to prevent movement.
8. Safe Work Procedure Steps
Step 1: Ladder Selection
Select the appropriate ladder for the task, ensuring it is the correct type and length.
- Check the ladder's load capacity.
- Ensure the ladder is free of defects.
Step 2: Ladder Setup
Set up the ladder correctly to ensure stability and safety.
- Place the ladder on a stable, level surface.
- Secure the ladder to prevent movement.
- Ensure the ladder extends at least 1 meter above the landing point [1] [2].
Step 3: Climbing and Working
Use the ladder safely while climbing and performing tasks.
- Maintain three-point contact at all times [1] [4].
- Do not carry heavy or bulky items while climbing.
- Do not stand on the top two rungs of a ladder [1] [8].
9. Precautions and Safety Measures
- Secure Ladders - Always secure ladders to prevent accidental movement.
- Avoid Electrical Hazards - Do not use metal ladders near electrical sources.
- Inspect Ladders - Regularly inspect ladders for defects and remove defective ladders from service.
- Use Proper Angle - Set ladders at the correct angle (1:4 ratio) to ensure stability [2].
- Do Not Overreach - Keep your body centered between the side rails.
10. Emergency Procedures
10.1 General Emergency Response
In case of an accident, provide first aid and contact emergency services immediately.
10.2 Specific Emergency Scenarios
- Fall from Ladder - Do not move the injured person unless necessary. Call for medical assistance.
- Electrical Shock - Disconnect power if safe to do so and call emergency services.
10.3 Emergency Contact Information
[List of emergency contacts and their phone numbers]
11. Incident Reporting and Investigation
Report all incidents, near-misses, and hazards to a supervisor immediately. Participate in investigations to determine the cause and prevent recurrence.
