When there is a danger of tools, materials, or equipment falling from a scaffold and striking employees below, a toeboard must be erected along the edge of platforms that are more than 10 feet above lower levels 1, 4. The toeboard should be erected for a sufficient distance to protect employees below 1, 4.

Toeboards must also be:

• Capable of withstanding a force of at least 50 pounds applied in any downward or horizontal direction 1, 4
• At least three and one-half inches high from the top edge to the level of the walking/working surface 3, 4
• Securely fastened in place at the outermost edge of the platform with not more than 1/4 inch clearance above the walking/working surface 3, 4
• Solid or with openings not over one inch in the greatest dimension 3, 4

If tools, materials, or equipment are piled higher than the top edge of the toeboard, paneling or screening must extend from the toeboard or platform to the top of the guardrail 1, 4.
