Safety Data Sheets (SDSs) are core hazard communication documents. They summarize a product’s hazards, safe handling precautions, exposure controls, emergency response, and other regulatory information so workers and employers can identify risks and protect against them. Under WHMIS, hazardous products used, handled, or stored in Canadian workplaces must have an SDS, and the SDS must be provided in English and French. A compliant SDS should be reviewed section by section. Key sections include identification, hazard identification, composition, first aid, fire-fighting measures, accidental release measures, handling and storage, exposure controls/personal protection, physical and chemical properties, stability/reactivity, toxicology, disposal, transport, regulatory information, and revision date. For chemical hazard communication programs, employers should ensure workers can identify the product, understand the hazards, know the required precautions, and know what to do in an emergency.
- Match the product name on the container to the SDS before use.
- Review Section 2 for hazard classification, signal word, hazard statements, precautionary statements, and label elements.
- Train workers on safe handling, storage, emergency procedures, first aid, and spill response.
- Keep SDSs readily accessible to exposed workers and health and safety representatives.
- Use SDS information together with workplace-specific risk assessments and written procedures, since the SDS may not specify every site-specific control or respirator selection detail.

Common controls include preventing vapor, mist, or dust generation; using adequate general and local exhaust ventilation; avoiding skin and eye contact; keeping chemicals away from ignition sources; maintaining good hygiene; segregating incompatibles; and storing containers tightly closed in cool, dry, well-ventilated areas. Personal protective equipment and exposure controls must be selected for the specific chemical and task. SDS Section 8 should identify occupational exposure limits, engineering controls, and individual protection measures. Typical controls include closed systems, local exhaust ventilation, safety showers and eyewash stations, and PPE such as chemical-resistant gloves, goggles or face shields, protective clothing, and respiratory protection where inhalation hazards exist. Examples of exposure limits from SDSs:
- Cresol: OSHA TWA 5 ppm (22 mg/m3); ACGIH TWA inhalable fraction and vapor 20 mg/m3.
- Lead: ACGIH TLV TWA 0.05 mg/m3; OSHA PEL TWA 50 ug/m3; NIOSH TWA 0.050 mg/m3.

At minimum, workers should know how to respond to inhalation, skin contact, eye contact, and ingestion exposures, what symptoms to watch for, and when immediate medical attention is required. For corrosive or irritating chemicals, prompt flushing and removal of contaminated clothing are critical. Emergency showers and eyewash stations should be available where indicated by the hazard. Spill response should be planned in advance and based on the chemicals and quantities present. Workplaces should maintain a chemical inventory, perform risk assessments, develop written spill procedures, stock appropriate spill kits, and train workers. During a spill, priority actions are to protect people, isolate the area, use trained responders with proper PPE, control ignition sources if safe, contain the release, prevent entry into drains or the environment, and collect waste in compatible labelled containers for proper disposal. A spill kit should be matched to the hazards present.
- Chemical-appropriate PPE
- Absorbents, socks, booms, or inert cleanup media
- Neutralizing agents where needed
- Tools such as shovel, scoop, broom, dustpan, or compatible vacuum

- Caution tape or barriers to isolate the area
- First aid supplies and communication devices

Employers should maintain an inventory of hazardous chemicals, ensure containers are properly identified, make SDSs accessible, train employees on label elements and SDS use, and implement workplace-specific controls and procedures. The OSHA SDS format emphasizes hazard identification, first aid, fire response, accidental release response, and handling/storage information so untrained responders and workers can act safely. For regulatory safety documentation, keep SDSs current, verify revision dates, and ensure documents are readily available at the point of use. Suppliers are responsible for providing accurate SDSs at the time of sale and updating them when significant new hazard information becomes available. Employers must ensure current SDSs are present in the workplace and accessible to workers. Regulatory documentation may also include transport information, product-specific regulatory information, disposal guidance, inventories, written procedures, training records, and incident/spill reports. In practice, the safest approach is to treat the SDS as the baseline document, then build workplace-specific procedures around it: verify the product identity, review hazards, compare exposure potential to occupational limits, select compatible engineering controls and PPE, prepare first aid and spill response resources, train workers, and maintain current regulatory documentation. If the product use differs from the manufacturer’s intended use, reassess the hazards because the SDS recommendations may no longer be sufficient. [10] [9] [12]
